    His HP/AP stopped moving even after consistently being shot. I believe the user is using HP Lock or something similar to it. Awaiting decision of an official GM.

    I was following him for 30 minutes in quest mode, I highly doubt that guy is using hacks.
    More likely he was AE to the other players because JohnWick user was able to hit him and also your evidence is way too short.
    Declined, will keep an eye of the user.
