Maybe try turning off a few services that are being started upon starting up your pc

@Colour the only service that turns on when my PC is on is skype, and not even that assisted with anything.

The limiter will determine the maximum Internet Speed

Well i got no clue as to what might cause this then... Though did you do the malware and virus scan while in safe mode? (some programs remain undetected when your pc/laptop is booted in normal mode).

You're either losing internet connection or haven't portforwarded gunz. I'd say the last option cause you're using an internetcable (although you could check if it might be damaged or not fully connected).
