He actually means that its very hard to buy an avatar at lv1. so you could buy it with a higher lvl character and move it to your lv1 character. (for example when a lv1 character is required for a tournament).
I don't even know if there are such tournaments though lol

well guys,l understood,he reffers to the 2v2 FG tournament,and as we had to have lvl1,that means we wasn't able to use avatar cuz of the bounties that's why he's asking for a movable storage for the avatars
