My monitor: Dell E178P
1. So I have black bars top and bottom when using this resolution, is there any way I can get rid of them? and why are they there?
2. When I use this resolution I also have major screenlagg whereas other resos are completely fine, can anyone help me with this?
your screen isn't 16/9 that's why you have black bars

The native resolution of your monitor is 1280x1024 (5:4), it simply can't scale to 1280x720 (16:9) which is why it causes the black bars.
It's a terrible thing, I think, in life to wait until you're ready.
I have this feeling now that actually no one is ever ready to do anything.

And you may as well do it now. Generally speaking, now is as good a time as any.
]1.put lowest resolution
2.go to properties,find "scaling"
3.select "full screen scale"
4. Go back to your original resolution
5.done
