ok, i downloaded the installer but for some reason my pc wont allow it to open. As soon as i extract the files a norton message pops up saying, "its not safe" and auto closes it and takes the installer off my comp everytime. Do i just re dowload the file or turn off my norton just to install it?

Make sure you have as Taint said, Firewall disabled, Norton uninstalled because that AV doesn't protect you from anything at all.
Make sure you also don't have Windows Defender or any Microsoft AV installed on your PC and you're good to go.
