You can bypass the scope delay (a bit) by switching to your sword after 1 shot. At least you dont have to wait double the time to scope again. But it's still not as fast as it used to be (with a reason, they were too powerfull otherwise). You can also use a rifle as 2nd weapon to finish off your opponent.
Somewhere there was a post though that said that the scope delay might get adjusted again to a delay a bit lower than what it is now.

The sniper delay is currently 2000ms and will be lowered to 1100ms in the upcoming update.
It's a terrible thing, I think, in life to wait until you're ready.
I have this feeling now that actually no one is ever ready to do anything.
