    Dont use internet explorer
    Instead of hitting "next" on any installation at the speed of light actually pay attention to the options you are given.
    99% of the time you are given the chance to not install these toolbars/services.

    Make sure there isnt a service related to this running and see if you can uninstall it normally.
    If that fails, use CCleaner to uninstall the toolbar and let ccleaner scan/fix your registry.
    Also doesnt hurt to run a scan with Malwarebytes.

    Use RevoUninstaller, then use TDSKiller to remove bootkits and trojans, then use RKill to find a malicious process running, then use Malwarebytes for malware, then AdwCleaner for adware, then use RogueKiller to remove malicious registry keys added by malware.

    then your computer is perfectly clean and delete all the above apart from malwarebytes

    Good ole Microsoft Anti-Spyware never fails either.

    Edit: Also reboot into safe mode WITHOUT networking and try to uninstall again.
