Go to Start > Run > dxdiag > take screenshot of the page and of the tab "Display".

Most GFX-cards have a program for it that can be found with right click desktop and then running the program (most of the time it has the name of the manufacturer).

Well you have the Intel HD Graphics 4000 GPU which is kind of crappy, especially for gaming. It doesn't surprise me that it's making you FPS lagg.

I used HD 4000 Graphics Card on my laptop, i pull around 500-700 FPS at login screen and then 200+ in games which is satisfactorily enough to play fine.
