Suggestion title: Balance command

Suggestion description: Admin balance command for events like TDM. It should be able to be done since we have a command to switch members to blue, so why not balance.

There's already an auto-balance though sometimes it balances teams after 2-3 rounds.

For one, everyone knows that's unreliable, I'm talking about for events to balance it through gameroom before starting.
