about 10 brush presses in PS. Gradient font, with bevel and emboss. oh and the background is just a fill with cloud background.
I could be missing a few layer adjustments but I'm sure the psd is pretty close to what i said.

It's a popular Ps1 original game wherein you are expected to use the controller's directional pad to follow a rhythm. Something that's extremely similar to Audition (an online rhythmic game).
