    I can definitely see that the issue lies with your ISP's node route to our servers. Your ping spikes up and you're losing up to 91% of your packets before they even leave your region to get to the servers. Your ping also is rather high inside your own home network, so a faulty router/modem may also be at play. At any rate, your best course of action is to speak with your ISP and let them know of this situation. A VPN (paid ones) may work as a temporary workaround for game-play, however the permanent solution is to have your ISP take action.
