I remember I had a problem similar to yours, I just used this program and it deleted it ezpz.

Have you checked your programs list in the control panel? Maybe you can uninstall the file from there.

Unfortunately, the installer wasn't there.

Two things..

This can be known as a 'ghost' file where an ghost file is left by a deleted file. It usually gets removed after a reboot.

If after the reboot the file isn't gone, it's not a ghost file. You can use something like IOBit's Unlocker to remove it.

Btw I've used Unlocker before in the past, it's a legitimate program which works pretty well.
