How about increasing the chance on a legendary item in ''Challenge Quests'' when you solo it, Jeff told me it's 1%.. so maybe increase it too 5%?

1% for a legendary? More then I thought then xD

Too bad there's a chance you'll get an iLvl 0 Legendary though

Isn't the point of a "challenge" quest is that it is a challenge? Increasing it to 5% now would be odd, especially since it's still a new gamemode, in the future, I'd say yes.
