I didn't see anything out of the ordinary to be honest,
You do see that their pings to you on the screenshots you provided.
they're like 130, 150.
Plus, the HP bar is getting updated with a slight delay,
You shot him and the result is shown around 2 seconds later.
Damage was fine, it's not like you did hit and 0 damage was dealt.

Seems to me like it's all about distance lag play.

I also have to agree with Leon on this. It just seems like it's distance lag and he doesn't seem and their was nothing out of the ordinary. When you guys hit him he took damage, when you missed he didn't and you guys hardly went after him as a target.
Graus went after him in round 3 but looks like he missed majority of his shots.
You also only have 3 rounds of evidence against the user which isn't enough to get any real concrete data from. It's a no from me but if you get more data feel free to add the evidence to the report or remake it if a official decides to decline it.

High ping/distance lag most likely.
You even mention "these brs" indicating that their highly pinged and probably across the world.
About them "hacking" or anything, refer to Leo's post, their HP/AP goes down but with a delay considering their ping vs yours.
