The gamemode was in training (therefore no kills were rewarded or lost on your or his side).
You never told him that he was lagging/spiking, so the user might not have been 100% aware or might have thought it was you or others.
Declined, next time make sure it's a gamemode that gives the person you're reporting an advantage of winning.
