Guy's 1st game and he barely tries yet hits me so ****ing hard wtf is wrong with this guy and he was part of my clan overpowered who took rank one
last month .. his ping spikes a bit too

I can't really see anything wrong here, I think the damage looks fine considering you running up to him all the time.
To me it just looks like someone who's really good at rs

I don't get to make any final decisions however so let's wait and see what others got to say.

Since he's my friend and I can't deal with this report I'll just leave my opinion
Watched it, everything seemed fine to me, you just kept rushing to him asking for those pb's so I think nothing is wrong with the gameplay so far

Everything seems fine here,you're just rushing into him and giving him short distance shots while his spamming. It is clear to say that he isn't using anything since you have a low ping and it would be easy to determine it.

After watching the replay I have decided that JAP_BBB is not guilty of damage-editing.

His aim seems to just be highly-skilled.
And I'm also taking into consideration that the [R] tag is enabled on the room - he could spam as much as he wants; which is what he did according to these replays you've provided to us.
I really don't like being repetitive but as the TGMs above said, you ran up to him in most of these rounds toggling the damage of the point-blank (as well as some moments where you guys spammed the hell out of each other; he won those as well)

All in all, you actually get pretty close to killing him in some of these rounds, it's just that when it comes down to it; you start to miss, causing your death.

Gameplay looks normal to me. JAP_BBB rarely missed a shot on you and most if not all of the fights were pretty short ranged so hard hits were bound to happen.
In my conclusion there is no damage editing.

I don't think he has used anything, gameplay is pretty normal. No signs of damage modifying, He just has a pretty good aim and you were only rushing to him.
Will wait for official gm input.
