Click at GTA-FINAL-patch, then launch the game.

Do you use W10?
Do a system boot up and look at the cpu usage without launching any program. If it's higher then 2gb, it's probably memory leaking.
Go to the properties of GTA in Steam and see if you can disable any Steam integration related settings.

Revert your graphics card drivers to an older version (of like a couple of months ago).

What's that second process in the list? As you can see GTA only uses 35%.
Also the third process (csrss.exe) is using a lot, which is very unusual (http://www.tomshardware.com/answers/...-gta-runs.html)
Close everything running in the background and do a full scan with Malwarebytes. Also when you start GTA, unplug all your USB devices and see if there's a difference. Apparently it happened to some people because of corrupted USB drivers.
