Reason: Overclocking, he seems to move a lot faster than everyone else, even when walking, and part of the recording he lags out terribly and it just seems fishy to me.

Requirements
If the report is based on clanwar you have to provide a replay with minimum of 3 rounds and minimum of 4 screenshots showing the ping of the user.
If the report is based on any other game-mode you have to provide a replay with minimum of 6 rounds and minimum of 4 screenshots showing the ping of the user.

His movements are indeed glitch but I don't think it's enough evidence to ban him.

He was spiking, you just didn't show the screenshots in which he did. I notice in the screenshot he was 134 but it lowered down to 128 > 121 > potentially lower, meaning his ping just recovered from a horrible spike. He even went AE; if that was OC he was scammed by a horrible coder.
He wasn't even trying to fight you most of the time, hence why he was in a training room waiting for his net to get better (he's a regular TDMer).
