If you take a look at your current situation
-You tried to access to gunz with firewall/antivirus offed.Failed
-You tried another laptop to play ON the same network. Failed
Obviously i dont need to list the rest of the methods u took to get it fixed
That leave you a question
Why the **** everything doesnt work even u tried to use ur dad laptop to play it?
I suggest changing isp.

Just my opinion on this situation.

just this cannot access server thingy is my problem, yeah i try access another account but my problem still appearing maybe its on isp. But Dave told me my net is playable to play this game just something going on that we doesn't know what it is.

There are no absolute solution to it if you still wishing someone would solve this for you.
Did u tried logging into your account from different network? like go to your friend and access it.
If you did that and it didnt work, i dont assume that is not your isp fuking u over even tho dave say ur net is playable
