It is relatively new but it really disturbing.
I went to the rooms with a lot of people especially the events of the FPS goes down and he can reach to 7 fps.
I did not become to lag but I have a lot of blasts on the screen and I can not move well with the mouse
There is a way to fix it? (I have a new screen so I do not think the problem is on the screen)

What? Your screen is totally ****ing irrelevant. Do you think screens(monitors) have absolutely anything to do with the power of your machine? If so, where did you hear this? Your computer's simply incapable of running at a decent frame-rate. Probably because it's bad, old, or the more realistic situation, in which it's both bad and old. But in no way does having a no screen contribute to frame-rate. At all. Your frame rate would be the exact same.

If anything, the new "screen" you bought has a higher resolution than your GPU is comfortable supporting, thus putting more strain on it than your previous "screen".

    Try switching back.

If it was fine before and the only difference is a new monitor then your resolution probably changed. Go ahead and lower it in game.

Lowering it in-game could help. But if the resolution overall is too much for his GPU, he'd need to lower the resolution in Windows settings as well.
