I believe the user should be given one warning.
Although you didn't mention his name in the screenshots I believe he was well aware about abusing the glitch while shot_user1 had notified the enemy team(pointed to popthatkush) about it and that he should AFK (not participate in this round)

Please for next time; When you see someone abusing a glitch like that just make sure you say his name before warning him to stop so you catch his eye.
