Nah underclocking is decreasing your computers performance.
let me give you a small example:

let's say... you have a 333mhz processor. you can overclock it to 500mhz so it's increasing it's performance. simple as that.
now with underclocking instead of using the standard 333mhz you decrease it to let's say... 200? so it uses less power and decreases the performance overall.

that's all it basically is, but again that's REAL underclocking, i personally have NO experience/knowledge with underclocking gunz.
