Anywaysss.
NEON
COLORS!
Big title. Ftw <3
<Green>
1st.
Lets Start With a Sig.
( Preferable Background - Black. )
2nd.
Add the First Part You Want Neon'd
IN a Different Layer.
NOW.
Duplicate Layer.
Good.
3rd.
Now The One That Is The Original Layer,
Put a Gaussian Blurr on It.
2.0 Px is Fine.
4th.
Now Duplicate the Blurred Layer, Twice~ Three Times
5th.
Right Click The Top Layer,
And Go TO Blending Options,
Click OUTER GLOW
And Go To Structure -
Put a 31% Opacity.
Click the Box With a Pulldown Menu,
Click The Olive and White One.
6th.
Open a New Layer,
And Apply Image.
7th.
Use The Dodge Tool to Lighten Up the Color.
8th.
Use the Sharpening Tool,
Sharpen Out the Outsides a Bit.
9th.
Now Open a New Layer.
Put Opacity of the Layer on 15%.
Now Go Over the Color With WHITE.
Not Alot Just a Tad.
10th.
Theres Your Crappy Neon =]

For a Softer Neon,
Just Put the Guassain Blur at 3.0 px,
And Use That Once.
Go Over it With Dodge,
And Sharpen it a Bit.
[Tips]
ALWAYS For Neon, Use Lighter Colors.
[Tips]
It Wont Always Come Out Perfect.
