if its 1-5 minutes its gonna be abused literally all the time, make it like 20 minutes atleast because usually you dont cw alone and your partner(s) can announce again if necessary,
or instead a global timer that says any player can announce every ~10 minute, if it hasnt been 10 minutes, whoever tried to use the command will get "cws were announced recently. try to wait abit" or something.
