Right now the score is 18-9, doesn't really look like swap even though they mainly play against each other, they also lose against their cafe mates. I've checked the logs and every cw took them between 4 minutes to 7 minutes and some even took longer which is completely fine. I gave a verbal warning to the clan leader and told him that swapping is prohibited, I also told him that we will have to reset his clan if he keeps playing only against his cafe mates.
