you can rebirth twice every 31 days.
This does not reset at the end of every month but resets once it has been 31 days since the first rebirth.
For example if you rebirth on May 1st and May 15th, then you can rebirth one more time on June 1st and again on June 15th.
You can also reset the level of your character when you are Lvl 99 without rebirthing (= no coins) at FGunZ.net character management.
