Yup, because its a Server sided Problem, not Client sided.

if i join a game other players get 999 pings.. it says nat is connected to other players. but they just get 999 pings and do noting..
firewall off doenst work and my antivirus turning off doenst work either...

did you disabled your antivirus software and the firewall? (PC / router)
