The user was indeed spiking terribly and refusing to fix his spikes. However, referring to your evidence, he was playing in 2 rounds only and it's not enough for a punishment. You should've followed the requirement: "If the report is based on any other game-mode you have to provide a replay with minimum of 6 rounds". (click HERE for more info, scroll down until you find the Force-lagging / Spiking section)
Either way, I'll still leave an offline message for the user in order to encourage him to leave the game, try fixing his internet issues and then rejoin, once he's accused for spiking/lagging again.
