I've checked his main account and it looks like he has only 1 past offence of flaming/insulting which happened around 7 years ago, since then he hasn't received any punishment. As I said above, one single screenshot is not enough for a punishment so I will simply leave him an offline message in order to remind him the rules.
Also, you can always use the "/ignore" function on such people.
