Hi,
You did not tell him in game at all that he was spiking or that he needed to fix his internet in that replay. Also, his movements were not glitchy at all, his ping did go up a tiny bit but not enough for him to be given a warning about it. I watched the entire replay in normal speed. You need to tell him that he spikes/lags at least 2-3 times in the chat for him to recognize it and attempt to fix his net. After that if he doesn't listen to you, then report him with the Screenshots and F11 replay. I will still send him a offline message to be sure he is aware of this.
