In my opinion he was only attempting to create the illusion of having a shotbot, you can clearly see how some of the rounds he tries to swing his crosshair but still misses at least half of his shots. I believe that decent players have a good understanding of common movements and enemy location so he's basically pre-aiming and it looks like he's quickly swinging his crosshair onto his opponents as soon as possible, but again since it wasn't a real shotbot, he missed half of those shots, he was only giving the impression of having precise aim.

It has a lot to do with game sense and prediction too, it's not that hard to develop game sense over time which involves predicting enemy movements based on patterns as I've mentioned above. Overall, it's a no from me, I'll leave it open for the other GMs to view it as well.
