When a player in a spawn protection state, he shouldn't do damage to other players. It will be better disabling it to not get a kill by a player that spawn when you can't damage him.

This should only account for turbo mode in my opinion, because in that mode you could sometimes get 2-3 kills while being invulnerable, and considering the nature of the gamemode with the quick deaths, you are invulnerable for a big portion of the time.
I don't really think its an issue for other gamemodes though.
Moved to Declined, there have been updates which improved functionality of spawn protection; in helping to identify who is under spawn protection, see the (22 JAN 2021) Update for more information. The (04 OCT 2022) Update mitigated damage types and effects to a player under spawn protection. (search "spawn protection" in threads).
Overall spawn protection has been improved since you have made this suggestion.
