As I understand it, Elo tries to peg your skill level. People near your Elo means they're close to your skill level. Beating people with higher Elo means you earn more, while beating people with less Elo means you earn less. I'm not sure how it works now in fg because at some point it was possible to lose elo even if you win if the opponent's Elo is low enough. Like a 5k Elo would lose points just by playing a 1000 Elo regardless of the outcome.
If you're underrated then you'll gain Elo quickly until you plateau. When you stop earning it so easily that means you've reached the Elo ranking appropriate for your skill level.
