Generally, the higher the difficulty percentage, the better your chances of obtaining a godlike PvE weapon.

Questing with someone, or even a few friends who already have high-level PvE weapons, is probably your best bet for getting one yourself.

School Quest seems to be the one which drops the most melee weapons.
Still you need to be lucky to get a godlike.
