Negative and observatory are two different things. It isn't really art. It isn't really needed. It doesn't feed anyone, or provide jobs for anyone(past making it). So yes, it's a waste of money.

But I also called it a nice waste of money. If I was being negative, I would have said, "That was a total waste of money."
