Yachiru (kenpachis lieutenant) would have to be fuxpro to get into gotei 13, and she has visible reiatsu, which means shes pretty oober ;o

I think it's like I said before. Kenpachi was being emo cuz he didn't know his name, she came along and called him kenpachi in that one episode. So he got happy because of her.
You don't need special powers to get in a squad either. I maen all the weaklings are in squads too.
Aswell as the fact that the captains/commander don't choose the lieutenant, only the captain does.
