Thats not how it should be cobra, heres something I got out of that movie the expendibles:-

Jet Lee says to Silvester Stalone: "I'm smaller you know...so the gun holes are bigger..."

If you wanna balance out the size issue of male and female, the vanilla HP and AP of males should be higher; I think thats a lot easier to do than to change male and female skeleton sizes.
