Just checked replay, how we would know if he was UCing with a short replay? The screenshots you provided I don't see any force lag because the ping is stable 243-246 which is distance lag, 300 above yes that could be forcelag. We can't do nothing with it if you provide evidence which proves nothing. So unless you provide more evidence, this will get declined.
