I had this problem and found out Microsoft Security Essentials was blocking my FGUNZ folder, so I set the folder as an exception.

I found this out after I wasn't able to move the launcher to the FGUNZ folder saying I needed permission but your problem can be a wide variety of things from anti-viruses, permissions, viruses, etc.
