You don't know if the source of that statistic interpreted the average human power to be more than the DBZ Writers' interpretation of human power. It's not like Goku is lacking anything, it's that all the writers for Superman weren't necessarily working together, and thus, when you amass everything together, his power isn't consistent. Some writers were a little trigger-happy giving him god-like powers, and so it's not really a fair fight. Goku was developed by a consistent team, and thus his power is more defined and consistent. By nature, superman is more overpowered because less thought went into his character design, and some writers didn't really think about how powerful he was really getting in comparison to other interpretations of superman. To compare the two, you have to single out a single interpretation of superman, and unfortunately that means you must dismiss other interpretations of superman. So as I said, in reality, the comparison will never be accurate.
