The image here to me is a bit too bright for my liking. And makes the text a bit unreadable. But its fixed on the webpage itself except for the "Where Anime and Gaming isn't just a Hobby." (btw remove the end point too) Also from page inspection. You didn't really do much in terms of the buttons when the mouse is hovering over them besides a small gradient, try and make it more distinguishable like making the logo in the button glow too. Also the text on the bottom about copyright isint exactly on the bottom. Maybe you didn't put it in a footer tag?

Other than those nit picks, its splendid for a webpage!

The Hover effect should be something els to be honest but that is being worked on. ( Should have been animated)

Would be cool if you made the clouds/ lense flare a second image and use javascript to move them according to mouse position. It adds quite a bit of depth to the splash.
Also the bottom text needs to be a different color.

That is also the plan yes, Parallax background.

The main background ( Elements ) Scrolling to the left while the stars are adjuset to speed and also go to the left. While the flare follow's you're mous ( not accurated)

Sadly no, Flash take's way to much time and people will be visiting this daily on phone's wich would lead to lots of laggy thing's.
But ofc there are ways for mobile people to get redirected to the html version so i'm turning back on that flash take's alot of time.

Will be using Jquery for animated background and so on.
