After watching the replay, yes, the user is SBing. It was quite obvious since he tried his best to go smooth as of trying his best to play with one his SG's (Limit Breaker) so that he wouldn't mess up with his RS dashes to switch to his next gun while in Combat. I did notice some delays towards his shots in round 2 of the second replay you included. Reasoning behind it was that he wouldn't tumble over and over to repeat the same mistake as he did in the first replay for the first 1-2 rounds to make it obvious enough for him to get caught, but somewhat it did.
Therefore, user has been banned.
