What did you configure @FPS settings in-game?
It's a terrible thing, I think, in life to wait until you're ready.
I have this feeling now that actually no one is ever ready to do anything.
There is almost no such thing as ready. There is only now.
And you may as well do it now. Generally speaking, now is as good a time as any.
Try the following;
- Make sure all of your drivers are upto date.
- Make sure your gfx card is compatible with your system (window xp/vista/7/8)*
- Try reinstalling your gfx card
- Blow out your gfx card of any dust collected on it
Performance Mode -
- Start > Right-Click My Computer > Click on Advanced Tab*> First box shows Performance, Click Settings in that box*> Under the Visual Effects Tab tick "Adjust for Best Performance"*> Click Apply > Click OK

But with what you've also said about installing a new operating system, I'm going with your gfx card isn't compatable fully with that new OS and would reccomend using your previous system.
