After watching the replay and comparing the pings, I'd say that the user isn't "forcelagging" because it could just be his network that goes from a constant ratio to another (High, low frequency) that might be acting up on him simply due to his household.

Also, not much floating was visible. However, there were some times where you'd not expect him to be at that might have gave him an advantage in combat to gain kills, but I understand that it does happen amongst players. In my opinion, this lag/floating was minor.
