Goblin Scalp Doubles EXP for questing?

i'm pretty sure they were not, since when i did some questing on my alt the following happened:
i joined the room on lvl 60, wearing no goblin hat
a guy joined the room on lyl 59 wearing it
he caught up to me quite fast, and when we left the room i was on lvl 63 and the guy on lvl 65

One does not simply boost their xp (like me).

i don't understand why it would only double it in quest, wouldn't it do the same thing for kills also? assuming it works
