Thank you, will be discussed with the other GM's since catching a player who shotbots using a Sniper is very difficult.
I'll let you know when we came to conclusion and final decision.

We watched the replays, usually if it was an experienced shotbot player, we wouldn't have caught him that easily.
Panda's shotbot is very obvious, swinging his crosshair most of the times, scoping very fast and shooting without even knowing the enemy is there (?) yet he does damage (shotbot).
We decided to drop down the banhammer.
User has been banned.
