It's kind of difficult to spot if the user is shooting because firstly he was using a Sniper and secondly you were having 140+ ping between each other.
However, I think the user is actually shotbotting, on most of the rounds he swings his crosshair a lot and also there were moments where his x-hair detected the enemy but instead of shooting he didn't shoot and switched to the second Sniper.
It's a yes from me but I'll let the other GM's take a look at it as well before we take actions.

Banned. Way too much left and right rapidly and constantly. When he misses, his switch to his sword or the other weapon is fine, but when he hits most of his reload shots fail.
