It's up to the GM's discretion whether or not to warn a user.

I personally would take a small mute as a simple warning not to continue acting that way. In addition, if he were to get reported for flaming again, he would get punished harder for not heeding the first "warning"; so if you seem him doing it again, just report once more.

I'll leave his punishment as it stands.
