It is your firewall/anti-virus. That's the only cause of this error, something is blocking the connection.
It's a terrible thing, I think, in life to wait until you're ready.

No it's not my anti-virus/firewall because after reloading the launcher client 32 times, it worked. Yes I counted.

If it appears again > restart your router or turn it off for 5 minutes.
Turn it on > open launcher > should be fine.
Locked since issue solved.
