I will personally speak to the user and ask him for network & packet test to make sure it's not his internet causing him to spike so hard.

Small update;

If any of your friends sees Fortify online please let me know as I'm available on forums almost 24/7.
I've been trying to catch him online but no success yesterday and I see that his last login was today so I missed him..

Talked with the user personally, decent internet but he said it's a wifi and family member is using it.
I tried to trick him because before we start the convo I was spectating him in a cw and he was moving exactly as in the replays you posted and he said "family is not using internet now" so I was like that guy is ucing then.
I went to watch him cwing after the convo and I whispered him after the round started that I'm spectating him so I make sure he won't minimize and turn it off, after 3 rounds of gameplay he had the same play style and he always used to turn glitchy and so on.
I guess it's his internet being shitty.. declined.
